It is attached to the lower medallion by a red, white and blue striped silk ribbon. The lower medallion is shaped like a letter "X" with a diamond behind and embossed "50th Session New York State Council/ Albany". It has a raised, enameled circular plaque in the center that is white with a red and blue shield with gold calipers over a right-angle ruler and an arm holding a hammer and the letters "JrO/ UAM".
